Syed Ali Mumtaz Zaidi, Managing Director / Additional Chief Secretary, Zulfikarabad Development Authority is a BS-21 Officer of Pakistan Administration Services (PAS). He is B.Com, ACMA-I and M.A Economics from Karachi University. He has also attended following training courses at erstwhile National Management Institute of Public Administration Karachi (now NIM) and NMC, erstwhile Staff College Lahore:

  3. Strategic Planning & Development;

  4. Leadership & Team Building;

  5. Office Management & Service Rules;

  6. Workshop on Job Analysis;

  7. Workshop on Disaster Management;

  8. Attended 82nd Advance Course in Public Sector Management (ACPSM).

  9. Attended 99th National Management Course at National Management College, National Management Wing, Lahore, (Erstwhile Staff College) inclusive of attending – Workshop on STRATEGY FORMULATION conducted by NMC etc. Visited Qatar and Spain as part of the Course.

Other courses also attended:

  • Financial Management (Budgetary & Planning Procedure of Local Government) conducted by National Reconstruction Bureau, Government of Pakistan; (22-07-2002 to 24-07-2002).

  • Professional Developmental Programme-CPD Short Course on Project Management (One CPD Credit Point) held at NED University of Engineering & Technology, Karachi on 22nd October, 2012.

Before joining ZDA he has served on important positions starting his career at Civil Services Academy, Walton Lahore on 14th of November, 1987, followed by service tenure in Ministry of Information, Broadcasting, Islamabad, where he was attached with various Federal Ministries. Other postings include Assistant Commissioner / Sub Divisional Magistrate – Kotli Sattian, District Rawalpindi, Assistant Commissioner / Sub Divisional Magistrate – Talagang, District Chakwal again remained posted in Rawalpindi before departure to Sindh Province. In Sindh he has served as Assistant Commissioner / Sub Divisional Magistrate – Ferozabad, Additional Deputy Commissioner – East, Karachi, Deputy Commissioner / District Magistrate – District Badin, Executive District Officer (Finance & Planning) – District Thatta, Director Enquiries – Enquiries & Anti-Corruption Sindh, Director – Directorate of Women Development Sindh, Additional Secretary (Admn/Finance) – Population Welfare Department Sindh, Additional Secretary and Special Secretary – Land Utilization Department, Sindh, Special Secretary to CM / PD – PMU-NPIW, Secretary Minority Affairs and Secretary – IT Department Sindh etc.

When posted, for the first time as MD, ZDA in October, 2015, in the given circumstances, a strategy was drawn to evolve progression on matters to keep the organization working and following works undertaken:

  • Initiation of fundamental works (Amendment in ZDA Act and compilation ZDA HRM Manual 2016 etc.);

  • Touring of specified areas / visits for determining the ground position etc;

  • Liaison with Hydrographic Department of PN;

  • Topographical Survey of 55,000 acres completed at Shah Bunder in 2014/15;

  • Hydraulic Model Study of Post Tension Bridge at Dhandhari (ZDA’s team headed by MD, ZDA along with rep of Irrigation Department Govt. of Sindh/FWO visited Irrigation Research Institute near Gujranwala dated 24-02-2016);

  • Mapping / Identification of ZDA Creeks including equilibrium creek i.e. Chhan Creek.

  • Sea Intrusion Analysis from 1978 to 2017;

  • A Conceptual Master Plan was also formulated.

Amendment in the Act was imperative after creation of District Sujawal in 2013 in order to accord initiatives by ZDA. Moreover, after visiting specified areas of ZDA, MD has worked upon Conceptual Master Plan and its presentation before competent forums has already taken place. Precisely stating, Conceptual Master Plan elaborates the background about ZDA City Concept, Harbour, Shipyard, Fisheries and Works having prospects in Special Economic Zones as per feasibility aspects. The land record also maintained in ZDA for any initiatives. It may also be mentioned that Gas of commercial stature has been discovered by PPL in Zulfikarabad areas. Feeder Line is to be laid in near future. Facilitation to PPL has been a priority accorded by Managing Director in public interest inclusive of planning hospital and Zulfikarabad Educational Institute in the exploration area for the benefit of population in far flung areas. Moreover, ZDA has also worked for CPEC. The Managing Director, ZDA, believes in team work which is always beneficial for the general HRD of the Department and giving positive results. As stated above, Managing Director also initiated ZDA HR Manual-2016. The document covers all aspects needed for a successful administration benefiting departmental and public interest at large.

Defining ZDA’s Coastline it may be mentioned that about 11 Creeks are located in ZDA’s areas. MD’s vision is to develop all ZDA areas for the socio-economic development of the people at large inclusive first time ever Zulfiqar Coastal Development Institute also.

Mr. Zaidi is author of three books on Women Development when serving as DWD. Book on PMU-NPIW when serving as Special Secretary to CM / PD, PMU-NPIW. Written for the first time, the document elaborates the latest monitoring system with more than 40,000 water courses digitised on the map of Sindh. The Booklet explains a paperless system elaborating 40% water saving, approx., alongwith reducing water logging / salinity and an overall better water management needed by the country. Thirdly MD has authored “Where Shines the History of Sindh”. A valuable historical work with archival documents and pictorial contents about Khairpur State (Mirs) Sindh. A mere student of history, MD inherited the family troves being maternal grandson of Late Khan Bahadur Mirza Mumtaz Hasan Kizilbash, the last Chief Minister of Khairpur State upto 1955 who opted for Pakistan when British Charge’ de’ affaires Kabul in 1947 and remained there till 1948. Mr. Kizilbash also served as Minister in the West Pakistan Cabinet till 1958. Precisely stating during his era Khairpur State (Mirs) reached the zenith of its glory in terms of good governance visa-vies socio-economically placing it as a role model even to-day as State imparted free education, uniforms and hostels for students alongwith more than 20 industries raising employment avenues to the maximum. The per-capita income was double than rest of the country and least taxes. MD’s mother saw three Deputy Commissioners (Collectors). Her grandfather Mirza Ahmed Jan Kizilbash was a retired Deputy Collector, her father as Deputy Collector and Mayor of Delhi etc (before the inception of Pakistan) and her son (now MD / Addl. Chief Secretary, ZDA) as Deputy Commissioner / District Magistrate, Badin in year 2000. MD drives aspiration from the achievements of his elders in carving out a vision of progressiveness though times have changed but spirit remaining the same. MD’s late father an ex-RPAF officer, General Manager, PIA and UNO Consultant served as ADC to Muhammad Ali Jinnah when student of Ali Garh in 1940’s.
