Muhammad Akhtar Ghori is a senior and seasoned bureaucrat from Provincial Secretarial Service Cadre in BS-20. He has vast experience of holding administrative, financial and secretarial positions. He is acknowledged for his swift and sound disposal of assignments and profound understanding of procedures of official business. Prior to his present post, he has served as Secretary Transport & Mass Transit Department, Secretary to Governor Sindh, Special Secretary Home, Deputy Managing Director KW&SB, Chairman of Board of Intermediate Education Karachi, and many alike significant posts during his service period of above three decades for Government of Sindh
Managing Director’s Message
The concept of establishment of Zulfikarabad City is a great manifestation of visionary leadership to plan a much needed grand Urban Development for best utilization of Nature’s bestowed long coastline. After required legislations, the Zulfikarabad Development Authority is now all set to proceed for transforming the unique envisioned concept into the form of reality.
The new Modern City Zulfikarabad having its operational areas in districts Thatta and Sujawal could certainly become a true game changer for the Province and Country. The process for conceptual planning has been completed and ZDA is rapidly moving ahead under the guidance and leadership of worthy Chief Secretary Sindh and Honorable Chief Minister Sindh to attain its all set goals. All line Provincial, Federal and Private Stakeholders are on board. Zulfikarabad City with its four designated Special Economic Zones – one on the West of River Indus and three on the East of River which are revolutionary component of the Project, may open untold avenues for employment and prosperity for dwellers of Indus Valley
The team serving in Zulfikarabad Development Authority is ambitious and fully committed for accelerating the pace of work under strict observance of set governmental procedures for this project aimed for great socio-economic boost for the Country.

Mr. Akhtar Ghori, the new Managing Director is fully aware of the challenges, bottlenecks and also the needed approach and endeavours for making the project a success. He, with his enormous experience, has taken his team into confidence for moving with entire positivity in correct direction. Realizing all ground facts, he and all team members, in liaison, assistance and support of stakeholder of allied institutions are fully optimistic in transforming the existing miles-long coastline into a contemporary agricultural and industrial hub for a prosperous and wonderful Province of Sindh
